Current Land Use Designation
Under the City of Burbank’s General Plan, the site Land Use Designation is Rancho Commercial with a zoning designation of Commercial Recreation (CR), which is intended for recreational uses for commercial purposes. The site is NOT designated by the City primarily as Open Space.

The current permitted and conditional uses of Commercial Recreation zoning include (but not limited to) Amusement Enterprise, Archery Range, Dance or Meeting Hall, Miniature Golf, Ice Rink, Bowling, Boat Dealer, Shopping Center, Fire Station, Golf, Shooting Range, and Night Club. 

The Pickwick site is the only property with this zoning in the entire City of Burbank.

This zoning designation was reflective of the existing uses on the Pickwick site when the City’s original General Plan was adopted. Pickwick is surrounded by Medium Density residential (R–3), High Density residential (R-4), Garden Office (GO), and Limited Industrial zoning.

A Partnership for the Future
The Stavert family has teamed up with Shea Properties to assess alternative opportunities for the site. Shea Properties is uniquely positioned as the company brings both commercial and residential expertise, and will evaluate compatible uses that respect and fit into the Rancho. 

Community Engagement Process
Shea Properties has launched a robust community outreach process to help determine land uses for the Pickwick Gardens Redevelopment site which would best complement the character of adjacent neighborhoods and be successful in the current real estate market. This community outreach process includes door-to-door visitations, mailings, a website with project information and updates, and round table meetings with neighbors and other stakeholders.
